Integrated Leadership Solutions, founded in 2018, is a full-service leadership and management consulting firm staffed by industry experts with a broad range of public and private sector experience.   Headquartered in Los Angeles County, our specialized services include organizational assessments, leadership training, strategic planning, human resources and labor relations, risk management, law enforcement consulting, project management, and performance management and systems development.  We strive to assist individuals and organizations reach their full potential.

Edward’s professional experience includes over 35 years of public service.  He served the Attorney General as the Chief of the Division of Law Enforcement (DLE) for the California Department of Justice. In his capacity as Chief, he was accountable to over 1000 personnel in the Division’s four bureaus—Investigations, Gambling, Firearms, and Forensics.

Before this position, Edward had over 30 years of municipal public service, including eleven years as a Police Chief and two years as a City Manager.  As a police chief, Edward served as the President of both the California Police Chiefs Association and the Los Angeles County Police Chiefs Association.  He also sat on the Department of Justice (DOJ) Racial Identity Profiling Advisory (RIPA) Board. Edward has served as a Community Development Director, Public Works Director and Assistant City Manager. 

Edward has extensive experience in conducting organizational assessments and providing technical assistance to public and private organizations. He has partnered with organizations to develop strategies to enhance teamwork, efficiency and productivity and is a mentor and coach to several senior executives. 

With his extensive leadership background, Edward serves as an adjunct professor at the University of Southern California (USC) at the Sol Price School of Public Policy. Edward teaches on the topics of community policing, leadership, professionalism, crisis communication and ethics. He is a national trainer in Procedural Justice and community policing. Edward is also a subject matter expert for law enforcement policies and procedures, government operations, community engagement, risk management and organizational leadership.  

Edward possesses a Bachelor’s degree in Criminal Justice and a Master’s Degree in Executive Leadership. He is a graduate of the FBI National Academy and is a United States Marine Corps Veteran.
